Either get Windows Server Standard and CALs, or buy/build a *nix based NAS. I wouldn't bother with Windows 7 for your server. Windows 10 would be ok - resource consumption might be a little less on Windows Server. But truthfully, that server is a monster compared to your practical needs and you won't run into resource issues.
